Single mother group home?

I live in richmond,va and I am trying to start a single mother group home[ a group home] specializing in helping single mothers become independent, and etc. this is some of my idea: you would have to qualify be 1month-6months...and you would stay in the home help out do chores, etc etc, have group discussions, have a ged program, etc..we will have a daycare, also when the mother has the baby she has 6 weeks to bond with the baby etc. after the 6 weeks it would work kind of like unemployment she would have to claim[go out and find] at least 2 jobs that she would apply to and that would be her means of staying at the group home she has up until 6months, to find a stable job, the other moms, that aren't working or haven't had a baby would work at the daycare, and would graduate from the daycare before they have there baby it would be kind of a way for them to learn good parenting skills, and they would get a certificate and graduate from working at the daycare center, what do you think?

I think it's a great idea.. you can get government funding if your a non profit but you would not make a lot of money..You could however start these programs and have them spread across your state...it would be great.
